Flask+SQLAlchemy 创建数据库失败

本人小白 实在是没辙了
config.py

basedir=os.path.abspath(os.path.dirname(__file__))
SQLALCHEMY_DATABASE_URI='sqlite:////'+os.path.join(basedir,'app.db')
SQLALCHEMY_MIGRATE_REPO=os.path.join(basedir,'db_repository')


db_create.py
from migrate.versioning import api
from config import SQLALCHEMY_DATABASE_URI
from config import SQLALCHEMY_MIGRATE_REPO
from app import db
import os.path

db.create_all()
if not os.path.exists(SQLALCHEMY_MIGRATE_REPO):
api.create(SQLALCHEMY_MIGRATE_REPO,'database repository')
api.version_control(SQLALCHEMY_DATABASE_URI,SQLALCHEMY_MIGRATE_REPO)
else:
api.version_control(SQLALCHEMY_DATABASE_URI,SQLALCHEMY_MIGRATE_REPO,api.version(SQLALCHEMY_MIGRATE_REPO))

这里一直报错 查了好久资料了 修改过文件夹属性 也是绝对路径 但是一直报错
sqlalchemy.exc.OperationalError: (sqlite3.OperationalError) unable to open database file
